Science & Technology policies -
Department of Science & Technology (DST) in Lakshadweep was established in 1984 with the objective of promoting new areas of Science & Technology and to play the role of a nodal department for organising, coordinating and promoting S&T activities in Lakshadweep. The DST has the major responsibilities for specific projects and programmes : 1. Science Education & Popularization The Science Popularization is one of the Major activities of the Department. We have established Science Club & provided Electronic Teaching kits in schools in all islands. Number of programmes, like seminars, debates, essay competition, quiz competition etc are organized for the students as well as for the public. The Department had supplied audio visual aids to various schools for the benefits of the schools. Two Science Awards are also regularly being presented during Independent Day function for the best ST students who secured highest marks in Science subject in Xth & XIIth classes respectively and proposed to extent the awards to graduate & PG . The department already established Science clubs in all High Schools . Also department conducted a UT level Science Exhibition and a UT level Children’s Science Congress and participated in the National Children's Science congress held at Mysore. 2. Special Research & Development Programme Various scientific studies are necessary to various department of this administration. The studies are being conducted through this department. Already a large number of studies have been conducted especially on Ground Water Assessment, Recharge Potential, Waste Management, Sea Erosion etc. For this we have utilized perhaps the best scientific institutions in the country such as National Institute of Oceanography (NIO), National Environmental Engineering Research Institute (NEERI) , Centre for Earth science Studies (CESS) etc. The study on demarkation of HTL/LTL is going on. This year department entrusted the studies on sea erosion and sediment transport of Kalpeni, Andrott and Minicoy. <<Studies>> i. Automatic Weather Station:- In association with National Institute of Oceanography Goa and this department, we have installed Automatic Weather Station at Kavaratti. This is useful for the measurement of Metrological parameters from these remote locations. ii. Traditional Navigation:- This Department in association with Lakshadweep Development Corporation Ltd, and other non governmental organizations is organising training programme for public as well as for the department staffs on the use of different navigational equipments. This is useful for various departmental staff as well as public to equip themselves the skill of traditional navigation of these islands. The department also published a book namely 'MARJAN' on traditional navigation in the local language. iii. Information to Fishermen on Potential Fishing Zone:- The satellite data on Potential Fishing Zone are collected from National Remote Sensing Agency (NRSA) Hyderabad , and communicating to the local fishermen in all islands. This data are being used regularly and fishermen are keen to get this data in order to save the time and fuel they are searching for the tuna shoal. 3. Establishment of Scientific Laboratory A scientific laboratory was established during 1994 with a view to monitor the quality of ground water as well as sea water. At present we have a miniature laboratory functioning in a rented building with a minimum staff strength and only one Lab Technician and only one Lab Attender. We have proposed to strengthen the laboratory with more technical personals. 4. Technical Cell of Island Development Authority This Department function as a Nodal Department on IDA matters and act as a coordinating Department in this Union Territory. 5. Management of Fresh Water Sources This Department along with LPWD is implementing a project on Management of Fresh Water Sources in collaboration with Centre for Water Resources Development Management (CWRDM) Calicut. This project is sponsored by India Canada Environmental Facilities, New Delhi (ICEF). The project is sanctioned for 5 years. The Socio-economic survey were carried out in all island except Bitra. Ferro cement tanks each of 10000 litre capacity were constructed in Agatti (25Nos), Amini 25 (nos), Kavaratti (53 Nos) & Minicoy (50 Nos). The hydro geological survey also conducted in Agatti, Amini Kavaratti & Minicoy. << LIWAMP >> Experimental Rainwater Harvesting One community rain water harvesting system introduced experimentally with the technical support of Gangotry Resource Developers Pvt Ltd, Pune in the Navel Base of Kavaratti. Such structures will be established in all islands. This will not only help in collecting rainwater but will also help in recharging of sub surface water. 6 Lakshadweep Coral Reef Monitoring Net work The lakshadweep Islands posses a lagoon area of 4200 Sq. Kms which inhabits hundreds of species corals and variety of fishes etc. The coincidence of the bleaching and the workshop on status and Protection of Coral Reefs (STAPCOR 98) led to the realization that continuous monitoring of the reefs is necessary if the recovery is to be assessed (and assisted if possible) and the changes in the reef quality and the biodiversity composition are to be maintained. Accordingly, the Department of Science and Technology, Union Territory of Lakshadweep, released an initial funding of Rs 5 lakhs in January 1999. Subsequently, this financial support was augmented by grants from the Ministry of Environment and Forests (MoEF) every year since then, through its Management Action Plans (MAPs) for coral reef areas in India >> LCRMN >> Sewage disposal is one of the most serious environmental problem. Lakshadweep has very porous sand so that discharge from the soak pits of present septic tanks contaminate the ground water. The sewage generated also has no proper disposal. This department with the Technical support of Integral Coach Factory of Indian Railways experimented a Biological Toilet which is an advanced form of a normal conventional toilet. The Biological Toilet is basically improved version of septic tank –soak pit system. One such toilet is installed at a govt. quarter near stadium ground Kavaratti. It is functioning very well.

COLLECTING TANK 11. DISCHARGE Department is going to establish Cyber Cafés in all islands and first one has already established at Kavaratti on 11.05.2002. This will definitely enhance the urge for knowledge among the children. By doing this we have been able to provide our children the same facilities that are available to the children at Mainland. The Cyber Café established at Kavaratti has been under regular use by 48 boys and 34 girls
